According to the website of Ministry of Emergency Management, on July 31, the Office of Security Commission of the State Council held a meeting on improving the safety of chemical parks and hazardous chemical enterprises. The meeting called for all regions to draw lessons from accidents caused by illegal production and trading of hazardous chemicals, and earnestly organize and carry out special rectification of illegal "small chemical industries", comprehensively investigate and find out the bottom, severely crack down, realizing the illegal "small chemical industries" thoroughly eliminated and so on.

The meeting pointed out that some chemical industrial parks are lack of overall planning, low entry threshold for enterprises, imperfect supporting facilities, inadequate supervision and other problems, and the overall safety foundation is weak. All provincial governments should identify chemical industrial parks in their own regions and carry out safety risk assessment and grading, and the "one park and one policy" should be improved within a time limit. They should strictly implement the working standards for the renovation and upgrading of the chemical industry park, give full play to the role of third-party technical institutions, strengthen work supervision, improve the development level of the chemical industry park, and ensure the actual results achieved in the renovation and upgrading.

The meeting stressed to fully understand the problems exposed by chemical accident, make solid progress on safety remediation and restrictions exit of enterprises that do not meet the conditions of production safety, adhere to in accordance with the laws and regulations, classification, policy guidance, grading implementation. Enterprises that do not meet the requirements for the safety production should close out a batch, stop production and rectify a batch, rectify and reform within a time limit.

The meeting required all regions to draw lessons from accidents caused by illegal production and trading of hazardous chemicals, and earnestly organize and carry out special rectification of illegal "small chemical factories", comprehensively investigate and find out the bottom, severely crack down, realizing the complete elimination of illegal "small chemical factories". All regions should establish and improve a regular mechanism for interconnected oversight and effectively prevent the resurgence of illegal "small chemical factories." The meeting also made arrangements for strengthening the control of major risks of hazardous chemicals and ensuring safe production during the summer flood season.
