On August 21, Security Commission Office of the State Council and Ministry of Emergency Management held a video scheduling meeting for major risk screening of ammonium nitrate production enterprises and port storage yard to mobilize the deployment of ammonium nitrate and other explosive chemical products for the second round of special inspection.

The second round of special inspection will cover all major risks and hidden dangers of ammonium nitrate production enterprises and storage yards of key controlled and controlled chemicals in ports. Plans will be formulated one by one in accordance with the principle of "one enterprise and one policy", forming two lists of risks and hidden dangers, policies and measures, which will be pushed forward by local governments.

It is reported that during the first round of special inspection from August 7 to 17, 3,048 inspection teams were sent across the country to investigate 8,895 related enterprises, and 22,295 hidden problems were found, including 59 major hidden problems. 42 enterprises were suspended for rectification, and 4 were submitted to the local government for closure.

The inspection found that the safety of ammonium nitrate storage of some enterprises is obviously large, warehouse design standard of ammonium nitrate is not high, dangerous characteristics on ammonium nitrate packaging is not standard and complete, transportation link of ammonium nitrate is not standard and unobstructed, management standards of ammonium nitrate storage site are inconsistent and other major problems.
